    Trey Gowdy Goes Off on National Park Service Director for Treating Occupy Protesters

    ....Better Than Nationís Veterans.

    Wouldn't it be great to have a man like Trey Gowdy in the White House. A man with guts, morals, and integrity.

    Gowdy relentlessly challenged National Park Service Director Jonathan Jarvis to cite the federal regulation that prompted his department to put up barricades to keep veterans out of war memorials on the first day of the shutdown. He also pointed out that the Park Service failed to issue a single citation when Occupiers camped out at D.C.ís McPherson Square for 100 days ó 100 days in ďnon-complianceĒ with federal regulations.

    So Pathetic. GOWDY is more responsible than the NPS director. He should be ashamed of himself.

    It appears to me that everyone but the tea party people understand what happened. The POINTLESSLY shut down the government to throw a temper tantrum, and now that it is over they are making fools of themselves.

    Admittedly DiD there was a lot of optics going on with what the NPS shut down. Out here a 6th grade teacher got a $120 ticket for driving some foreign students up to the viewpoint at Olympic NP. They could have just locked the facilities and left the roads open. Its really no different treating it that way than the Forest Service treats its roads.

    There is NOTHING the NPS guy could do about that. He didn't write the contingency plan or the law and he wasn't responsible for shutting the government down. He was doing his job. Not to mention, he arranged a first amendment exception the very FIRST day of the shutdown.

    I don't know about the particular road you are talking about, but there are liability concerns.

    For me the NPS contingency plan reaction doesn't pass the common sense test. I went and read the NPS Contingency Plan and the Department of Interior Contingency Plan for Operations in the Absence of FY 2014 Appropriations. I'll be clear and say that this committee hearing is all for show and the comparison to the Occupy demonstrators is apples to oranges. Had an equal number of veterans gone and done the very same thing, which in our history has happened before, the government reaction would have been exactly the same as the Occupy protesters...now that MacArthur is dead.

    The Director of the NPS probably signed off on the contingency plan for his agency, but it mirrors the DoI plan and the DoI plan specifically calls out every department under Interior and what they should do. IMO his hands were tied. Here's the text from the DoI plan as it relates to Parks.

    "In the event of a lapse in appropriations, NPS would close and secure all park facilities. A total of 3,266 employees would be excepted including 2,139 to conduct law enforcement and 1,126 to conduct other activities required to protect life and property. Park facilities would generally not be available to park visitors. Visitor centers would be closed and access to park areas denied, including the Statue of Liberty and Ellis Island, Independence Hall, Alcatraz, and the Washington Monument. Park roads would be closed except when they are necessary as thruways. All concession operated services and facilities would be closed unless they are deemed essential for health and safety reasons, are needed to support on - going excepted NPS activities or are located in urban areas where full NPS law enforcement coverage is continued due to the inability to control visitor access."

    My problem is that I think the Interior Dept. took it too far. There's no reason to close National Park System roads even if they aren't thruways. Closing scenic viewpoints in Glacier NP, for example is all optics. If you're going to have a Ranger there to write tickets when the gov't is shut down he's obviously an essential employee so the liability is if someone drives off the road and isn't found until the government starts again. The Ranger is already there so have him/her drive up and down to police the road. The DoI plan specifically exempts U.S. Park Police already for the duration of the shutdown. So, why close open monuments like the WW2 memorial or any other memorial that doesn't involve interpretive staff? Lock the doors of any building and leave the area open. Just my .02.

    No citations were issued on the Blue Ridge Pkwy...but all the facilities were closed. Not sure why they couldn't have done this everywhere.

    The Blue Ridge Parkway is a thruway like some of the roads at Mt. Rainier, Glacier and Yellowstone so it was exempted. But, I agree the same thing could have occurred throughout the NPS on the majority of the roads thruway or not.

    subrookie, apparently there were three or four sites where tickets were issued, including at Mt. Vernon, the Grand Canyon and Acadia National Park. Additionally the closures were more wide ranging than they were in 1995 and 1996. Of course, as a result of sequester, the NPS already had their budget reduced to 2008 levels, so they were operating under constraints.

    So let's say that the NPS was over zealous in writing the ticket. Is that worse than this congressman who was part of the reason the NPS even got to their contingency plan berating a 40 year public servant?
