The NYT article made it pretty obvious.

“Tim Jansen (Winston's lawyer) knew more about the so-called investigation than we did,” (state atty) Meggs said. “He’s telling me things and asking me questions about things only I ought to know."

The NCAA is going to stay as far away from this as they can.
If FSU kicks Winston out of school, the situation resolves itself and they don't have to deal with the messy question of whether FSU played a player who should have been ineligible and whether they should vacate their championship.
However, once the disciplinary board makes their decision, look for the NCAA to hammer FSU for the coverup.

So the university and PD employs a bunch of dumbasses. They tried to slow down/stop the investigation. All bad things.
However, there is no new info about the rape allegation. While they did try to stop it, all the forensics, etc did eventually make their way to Meggs, and there was no evidence to proceed on.
So how does make finding out that the university did some dumb ****, automatically now make him guilty of rape?
